Fulvio Fracassi

A seasoned senior executive and lawyer, Fulvio has over 30 years of experience having worked in a variety of areas including transportation law, commercial law, regulatory affairs, labour law, international trade law and governance. He has held both senior management and legal counsel positions and has served on boards of directors.

Fulvio has been at the heart of major contract negotiations and commercial arbitrations, as well as having played a leadership role in legislative and regulatory projects at the federal level. Fulvio’s responsibilities also included ensuring legislative and regulatory compliance in areas such as transportation, health and safety, and labour standards, as well as managing corporate risks and overseeing major litigation files.

Fulvio has a proven track record in delivering high-quality services, leading transformation initiatives and achieving operational excellence. A highly motivated leader and strategist, he possesses sound judgment, excellent interpersonal and communication skills, and an ability to maximize results.

For over 10 years, Fulvio was CEO of the Laurentian Pilotage Authority (LPA), where he led the strategic direction and planning, as well as the legislative mandate of Canada’s largest marine pilotage authority, with annual revenues of over $100 million. In this role, he oversaw 24/7 operations and played a key role in major contract negotiations and arbitrations as well as leading major legislative and regulatory reforms. In addition, he led the organization’s governance modernization by updating policies, procedures, and by-laws and overseeing the establishment and maintenance of an enterprise-wide risk management system.

Fulvio previously worked as Director General with Transport Canada, where he led the strategic direction, management and oversight of the National Marine Security Program, including inspection services and compliance activities within the scope of the Marine Security Act and Regulations. He was also Director General at the Labour Program, a federal institution within the department of Employment and Social Development Canada (ESDC). In this capacity, he was responsible for the management and delivery of national programs in the areas of occupational health and safety, labour standards and employment equity coming under the responsibility of the minister of labour.

Fulvio also held legal counsel positions with the Department of Justice Canada for over 15 years providing advice in the areas of transportation law, labour law, international trade law and supervised litigation involving the federal government.

• Developed and implemented an ambitious strategic vision for the LPA which led to the optimization of service delivery, the creation of new business lines, the leveraging of technologies and achieving a client satisfaction rating of over 90%.
• Oversaw and participated in the successful negotiation of multi-million-dollar service contracts, high-stakes commercial arbitrations and the development and implementation of major legislative and regulatory projects.
• Led workforce mobilization initiatives, corporate restructuring, and updating of governance practices.
• Increased the visibility and influence of the LPA by cultivating excellent relationships and strategic alliances with stakeholders, the marine industry, port authorities, government agencies and their representatives, including at Deputy Minister and Minister level.
